Meeting Minutes
June 1, 2009
The Fowler Township Board of Trustees met in regular session in the Fowler Township Community Center on June 1, 2009 at 7:30pm. Member present were Alby Crabbs, Tom Carr and Jim Haun. Tom Carr opened the meeting with the pledge to the flag. Meeting minutes were read and approved from last meeting.
POLICE REPORT Chief Mike Currington was present and reported 36 calls, 1 arrest, 11 assists, 30 traffic warnings and 7 citations for the month of May. Chief Currington reported being awarded a grant through the Trumbull County Office of Homeland Security and Emergency Management for new radios.
RESOLUTION 50-2009 GRANT APPROVAL Albert Crabbs motioned to approve
the purchase of 3 mobile and 10 portable radios at a cost of $7657.65.
Fowler Township will pay $1913.62 of costs, equaling 25% in compliance
of Grant through Trumbull County Office of Homeland Security and
Emergency Management. Radios will be purchased through Cross Radio,
costs of installation will be covered by exchange of old radios. Jim Haun

Discussion on possible shooting range for police training followed. Range would be located behind Road Dept. No decision was made at this time.
FIRE REPORT Chief Yungbluth reported 26 runs, 109 men responding, 139 man hours with 108 training hours for the month of May, 2009. Chief applied for Homeland Security Grant for a Life Pack 15 monitor and defribulator at a total cost of $33,000.00. Ours is 9 years old. Townships portion, should we be awarded grant, is $1650.00, equaling 5% of total cost. Chief also reported that James D. Michalec and John Santiago both passed Fire Fighter training.
RESOLUTION 51-2009 PURCHASES Jim Haun motioned to approve accepting
estimate from Master Painters for painting of Fire House bays, office and
meeting room. Total cost of $2600.00. Approval of payment for $27.48, for
purchase of office supplies. Payment of $39.99 for McAfee Virus
Protection on computer. Approval for purchase of 1 new tire and mounting
of spare tire on Squad #23. Also approval for repairs to steering gear box on
Squad at a cost not to exceed $1000.00. Lastly, purchase of new office
computer, cost not to exceed $1400.00, half money to come from EMS

RESOLUTION 52-2009 MAY PAY PER CALL Tom Carr motioned to pay May 2009
Pay Per Call as submitted by Chief, total payments equaling $1365.00.

ROAD DEPARTMENT REPORT Pat Arnal reported that the Gazebo needs painted. Fiscal Officer will call about estimate on Liquid Vinyl. He submitted costs for new plywood or matting for Cemetery.
RESOLUTION 53-2009 PLYWOOD PURCHASE Albert Crabbs motioned to
approve purchase of 10 sheets of plywood for use at cemetery. Also
approved modifications to be done to new chip spreader gate. Tom Carr 2nd.

ZONING REPORT Nancy Shook reported 1 permit was issued in May 2009 for a garage addition. Her report to the Trustees was reviewed and discussed.
RESOLUTION 54-2009 FISCAL OFFICER OFFICE HELP Tom Carr approved
paying $10.00 per hour for office help in township office, as needed by Fiscal
Officer to continue the updating of Cemetery Records to computer files and

RESOLUTION 55-2009 OTARMA PAYMENT Albert Crabbs motioned to pay
OTARMA $10243.00 for Fowler Township Property and Liability insurance
for July 2009 thru July 2010. Cost includes an increase of $1040.00 for an
additional 1 million dollars in liability coverage (total of 3 million) per

RESOLUTION 56-2009 KLA RISK Tom Carr motioned that on the advice of KLA
Risk Management and Safety Consultants that met with the fiscal officer,
Fowler Township will require Hepatitis-B immunization vaccine for all
township employees. Should any employee decline the Hepatitis-B vaccine, a
declination form, signed by employee will be kept in employees personnel file.
The vaccines will be provided free of charge to employees at a clinic set at a
