Meeting Minutes

September 14, 2009

 

 

The Fowler Township Board of Trustees met in regular session in the Fowler Township Community Center on September 14, 2009 at 7:30pm. Member present were Alby Crabbs,  Tom Carr and Jim Haun.  Tom Carr opened the meeting with the pledge to the flag.  Meeting minutes were read and approved from last meeting. 

 

FIRE REPORT  Chief Yungbluth reported 27 runs, 98 men responding, 266 man hours with 38 training hours for the month of August, 2009.  Chief Yungbluth reported that the air show ran smooth, all volunteers were very helpful.  There was a flat tire on the Gator.  Saturday, Fowler hosted water shuttle training.  ABS light is on in Engine #23.  Brakes are sticking on squad #23. Pat thinks the pads are “glazed”.  Chief will call Doug Elser about ABS light, if he cant help, trustees said to take it to Cerni Motors for a diagnosis.  Discussion followed on the ISO # for Fowler Township.  Chief would like ours to be an 8B to help residents on insurance premiums.  He stated that Fowler Township needs 2 dry hydrants in the East and North East sides of Fowler.  Chief also stated that the  Fowler Volunteer Fire Association is paying for the floors in the station to be waxed before the first breakfast.  Alby Crabbs asked Chief about the required training hours for Fowler Duty Crew.  Chief reported that 18 hours a year are required, same as the State of Ohio.   

 

RESOLUTION 69-2009 PURCHASES/ PAY PER CALL  Jim Haun  motioned to

                       approved the following purchases and payments.  $150.00 to the Ohio Fire

                       Chief Association dues, for Chief and Asst. Chief.  Purchase of 2 small and

                       2 large AV 3000 face masks at $168.00 each.  Approval of installation and

                       purchase of supplies (estimated at $1000.00 each) for two dry hydrants in

                       Fowler Township.  Approval of training pay for 6 officers (NIMS ICS-

                       400) 16 hours each, total amount of $864.00.  Approval to purchase Fire

                      education materials not to exceed $400.00.  Payment of $120.00 to

                      Alexander’s Pest Control for removal of ants in Fire House.  Approval of

                      payments for Pay Per Call in the amount of $957.50, as submitted by

                      Chief.  Also approval of extra duty crew for hose testing.  Tom Carr 2nd

RESOLUTION 70-2009  TRICK OR TREAT   Jim Haun motioned to set TRICK OR

                    TREAT for Fowler Township for Saturday, October 31st, 6:00pm – 8:00pm.

POLICE REPORT  Chief  Mike Currington was present and reported 28 calls, no arrests, 13 assists, 12 traffic warnings with 3 citations for the month of August. Chief Currington  requested that the Trustees begin exploring options for a new vehicle for the PD because of some expensive vehicle problems recently.    

 

RESOLUTION 71-2009 PURCHASE  Albert Crabbs motioned to approve installation

                       of an alarm system for the Police Department.  Cost will be $490.00 for

                       installation, and $17.95 monthly monitoring fee. Payment to

                       Trumbull Security Systems.   Tom Carr 2nd.   Jim Haun, Yes.

Chief Currington reported receiving a radar unit thanks to the work of Officers Herlinger and Sable from a traffic program that Fowler Township participated in.  He said Fowler Township also received a grant from DARE that will pay 25% of an officer’s salary, and we are in the running for more.  More information will be provided. 

 

Trustees and Chief Currington congratulated Officer David Blosser and Vito for a job well done. They were responsible for taking 237lbs of marijuana off the streets.  The team was able to detect drugs in an automobile that was set up for drug transportation.    

 

ROAD DEPARTMENT REPORT     Pat Arnal reported that all the sand and salt is mixed and ready for winter.  He also would like Trustees to consider a new 1 ton truck. The current truck has 120,000 miles and is also having numerous costly repairs.

The trustees asked for a total cost for road paving.  Pat reported that an 18’ wide road is $105,000 per mile and  24’ wide road is $122,000 per mile.   

 

Alby Crabbs read a thank you note from the Fowler Community Church for donation to the children’s carnival they sponsored. 

 

Mark Bockelman asked if the Trustees thought of using the Road departments current

1 ton truck as a Brush truck for the Fire Department.  He didn’t think the conversion would be difficult. 

 

Mr. Edward Evans was present asking about lots that his family owned in the old section of Dugan’s Cemetery.  He and Mr. Whitmore’s families were promised lots when Dugan’s was still a privately owned cemetery.  Pat Arnal met with both men and has verified where said lots are located.  Information will be added to Township maps and new deeds will be sent to both families. 

 

RESOLUTION 72-2009 CEMETERY COSTS  Tom Carr motioned to increase the

                       cost of NON-RESIDENTS lots to $1600.00 per lot.  Cost of opening and

                       closing of grave is increased to $800.00 during regular business hours and

                        $1200.00 on week-ends and holidays or after 3:30pm daily.  Opening and

                       closing for ashes is $250.00 during regular business hours and $500.00 on

                        weekends and holidays or weekdays after 3:30pm daily. Alby Crabbs 2nd.

RESOLUTION 73-2009 CARPET  Tom Carr motioned to purchase and approve

                        payment for new industrial carpet in the Community Center. Cost as per

                        lowest estimate, with Tondo Carpet is $2271.25.  Jim Haun 2nd.  Jim Haun

RESOLUTION 74-2009  ISSUE 2 INDORSEMENT   Jim Haun motioned to endorse

                    Issue 2, the Livestock Care Issue on the November Ballot this year.  Albert

                    Crabbs 2nd.  Jim Haun, Yes. Albert Crabbs, Yes. Tom Carr, Yes.       

 

Fiscal Officer will fax campaign endorsement resolution to the Ohioans for Livestock Care Political Action Committee in Columbus. 

  

RESLOLUTION 75-2009 ADJOURN  Tom Carr motioned to Adjourn and pay bills.
