Meeting Minutes

October 5, 2009

 

 

The Fowler Township Board of Trustees met in regular session in the Fowler Township Community Center on October 5, 2009 at 7:30pm. Member present were Alby Crabbs,  Tom Carr and Jim Haun.  Tom Carr opened the meeting with the pledge to the flag.  Meeting minutes were read and approved from last meeting. 

 

FIRE REPORT  Chief Yungbluth reported 21 runs, 86 men responding, 112 man hours with 76 training hours for the month of September, 2009.Chief reported that Squad #23 ABS sensors are bad.  Doug Elser checked the ABS on Engine #23.  Floors in station have been waxed.  Chief said that the Health dept. will be offering H1N1 vaccines to health and EMS responders first.  EMS responders not receiving the vaccine must sign a release/waiver.      

 

RESOLUTION 76-2009 PURCHASES/ PAY PER CALL  Jim Haun  motioned to

                       approve the following purchases and payments.  Approval for preventative

                       maintenance for Engine #23, Engine #2301 and Tanker #23 at a cost of

                       $400.00 each, work to be preformed by Doug Elser.  Pump certification for

                       Engine #23 and Engine #2301 at a cost of $200.00 each, work to be done

                       by Doug Elser. Reimbursement of $8.50 to FVFD inc. for purchase of

                       photo eye. Payment of $275.00 for recalibration of sensor on CO detector. 

                       Payment of $285.00 for a portable dump tank hose adapter.  Also approval

                       to pay, pay per call, totaling $853.75 as submitted by chief.  Alby Crabbs

 Trustee Jim Haun asked Chief about the ISO rating in Fowler, and our tanker shuttle, discussion followed.  Chief was asked to check if  all employees were current with required vaccines. 

 

POLICE REPORT  Chief  Mike Currington was present and reported 30 calls, no arrests, 9 assists, 21 traffic warnings with 15 citations for the month of September, 2009. No purchase or payment requests at this time.

 

ZONING DEPARTMENT  Nancy Shook reported that 1 permit was issued in September.  Her monthly report was read. She has calculated all mowing costs and will forward them to fiscal officer to be sent to county auditor. 

 

RESOLUTION 77-2009 DEMOLITION BIDS / LEGAL   Jim Haun motioned that 

                      bids be taken for the demolition of home at 2366 Henn-Hyde Rd, after

                      having been declared Unfit for Human Habitation, by the Trumbull County

                      Board of  Health. In addition, contacting Mark Finamore for legal help on

                      the  status of 3 properties in non compliance of Zoning. Alby Crabbs 2nd.

ROAD DEPARTMENT REPORT     Pat Arnal had nothing to report.  

 

Mr. Bockelman Sr. was in attendance voicing concern over burnt out homes that have not been destroyed.  He felt that 4 years was long enough to rebuild if that was your plan, or tear down the nuisance.  He inquired if Fowler Township could fine a property owner for non compliance of zoning, or if we had a time limit for removal of  abandoned and damaged property such as the one near his home?  He was informed that Fowler Township has a 2 year, non-compliance fine.  Discussion followed on status of said property.  Problem property has been sent to legal for advice on how to proceed. 

 

Mathews School Superintendent, Lee Seiple and the Mathews School Board members Terry Woodyard, Ken Wallace and Robert Thompson were in attendance to inform residents in attendance about the Bond Issue Mathews Schools have on the November Ballot. Trustees were asked for a resolution of endorsement. No action taken. 

Terry Woodyard wanted to inform the Trustees about Ronnie Conner being in charge of a Fire Exposition at the Expo Center in Niles. Mrs. Conner was present to discuss a project her daughter would like the trustees to consider.  Ronnie would like Fowler to have lock boxes in place for Senior and Handicapped residents for emergency use.  She will be getting more facts and costs to the Trustees. 

 

Trustees discussed researched costs, for a new Dump Truck, State purchasing is approx $8000.00 cheaper than local vendors. Costs of cruisers also discussed.  State purchasing again much lower. 

 

 RESOLUTION 78-2009 CRUISER  Alby Crabbs motioned to approve the purchase of

                       a Chevy Impala from State purchasing at a cost of $18,522.00. Also

                      approval of approx. $3600.00 for misc items to be added to cruiser. Tom

 RESOLUTION 79-2009  ANTHEM/CDC  Albert Crabbs motioned to enter into

                     contracts with Burnham Flowers to handel Anthem BC/BS insurance

                     coverage for Fowler Township, full time employees or elected officials,

                     health insurance coverage for contract year November 1, 2009 thru October

                    31, 2010.  The new policy will be Blue Access Option 14 with Rx Option G,

                    including high deductables to be paid by the township. CDC will be

                   contracted to handel all paperwork incurred by this arrangement. Tom Carr

RESLOLUTION 80-2009 ADJOURN  Tom Carr motioned to Adjourn and pay bills.
