Meeting Minutes
November 2, 2009
The Fowler Township Board of Trustees met in regular session in the Fowler Township Community Center on November 2, 2009 at 7:30pm. Member present were Alby Crabbs, Tom Carr and Jim Haun. Tom Carr opened the meeting with the pledge to the flag. Meeting minutes were read and approved from last meeting.
FIRE REPORT Chief Yungbluth reported ___ runs, ___ men responding, ___ man hours with ___ training hours for the month of October, 2009.Chief reported that Squad #23 is running well at this time. 9 fire fighters have received H1N1 vaccines. Chief will be checking on the need for Hepatitis B boosters for employees. Friday is the pump tests. The cost of lock boxes is approx $275 each. The incorporation is considering a couple for emergency use. Chief reported call #23, burning complaint, someone always need to be present when burning. Nancy Shook is following up on call.
RESOLUTION 81-2009 PURCHASES/ PAY PER CALL Albert Crabbs motioned to
approve pay per call, totaling $1208.75 for the month of October 2009,

ZONING DEPARTMENT Nancy Shook reported that no permits were issued in the month of October 2009. She submitted her monthly report to Trustees, discussion followed on properties in non-compliance of zoning regulations. Trustee Crabbs asked Nancy to call the Planning Commission concerning proper procedure for tearing down a structure. Trustees don’t want structures burned and buried on property. Nancy reported that permits are the responsibility of the excavator. Tom Protiva is revising his estimate to include the removal of debrit, accordingly. Additional estimate has been received from Gay Kovak. Fire Chief said they are not permitted to burn properties because of asbestos, shingles, bad floors, ect… putting fire fighters in danger.
POLICE REPORT Chief Currington was not present. He reported 33 calls, 15 assists, 26 traffic warnings with 7 citations in the month of October 2009.
RESOLUTION 82-2009 POLICE RADIO INSTALLATION Tom Carr motioned to
approve $100.00 for the installation of 2 mobile radios received through

ROAD DEPARTMENT REPORT Pat Arnal reported that the pavilion behind the Fire Station needs new wood and shingles. It is leaking and bowed. Pat will get estimates for repair.
RESOLUTION 83-2009 CRUISER Tom Carr motioned to approve the installation of
an unconventional memorial stone in Dugan’s Cemetery. The memorial
stone will be approximately 3 ½ x 4 ½ feet in size. The stone is a natural
stone, being engraved at Beckelman’s Landscaping. Pat Arnal will work
with Mark Bockelman when laying a proper foundation for this
monument, required by Fowler Township Trustees for all monuments in
Dugan’s. The foundation fee will be $300.00 to be paid by owner. Jim

Pat also reported problems with beavers on Milear.
Mr. Walter Trumbull was present representing the Fowler Zoning Commission. He reported that updates to the Zoning regulations that are currently at the Planning Commission. When returned, the Zoning Commission will hold another work session to review recommendations, followed by submission to Trustees for approval. Issues being addressed are wind turbines, telecommunication towers and associated fees for installation. Mostly issues were not of concern 20 years ago.
RESOLUTION 84-2009 ZONING MEETING PAYS Jim Haun motioned to pay all
members of zoning commission and zoning board of appeals for meeting
attendance as submitted by said officials. Attendance records have been
submitted to Fiscal Officer for payment of $25.00 per meeting. Jim Haun,

Mrs. Conner was present representing her daughter Ronnie Conner. She reported to trustees that Ronnie is exploring grant possibilities to help with the purchase of the lock boxes she would like for elderly shut-ins and handicapped residents. Mrs. Carol Cross was present to thank trustees for their help. Mr. Todd Williams was present to ask for cooperation of Trustees concerning appropriate punishment for children making prank 911 calls. He thought possibly having the children wash police cars. Pat Arnal will take care of times.
RESOLUTION 85-2009 CONSERVATION REQUEST Jim Haun motioned to pass a
resolution along with Trumbull County Commissioners supporting The
Center of Conservation in Cleveland, in association with the Cleveland
Museum of Natural History and the Cleveland University preserving 925
acres for the preservation of 7 species of rattlesnakes. According to the
report, 50 acres of the preserve are located in Fowler Township. Tom Carr

RESOLUTION 86-2009 CHRISTMAS WALK PAYMENTS Jim Haun motioned to
pay for necessary expenses incurred on or before November 28,2009, Fowler
Christmas Walk. Expenses included are advertisements, Santa, and copying
of flyers and additional decorations deemed necessary by the Christmas Walk
committee consisting of Lynn Michalec, Lisa Armatraut, Christine Benton
and Rod Linger. All expenses will be submitted to trustees for final approval.

A discussion followed about the possible necessity of a nominal fee for vendors precipitating in the Christmas Walk to defray expenses or possibly to money be donated to area food banks. The possibility of a canned food collection to be included for next year, or even as payment for vendors.
RESOLUTION 87-2009 FOOD BANK DONATION Tom Carr motioned to donate
$200.00 to the Vienna Food Bank that included needy families in Fowler,
upon request for help from the Vienna Neighborhood Watch Group.
Because of current economic conditions in our area he would like to send

In addition to the donation from Fowler Township, additional cash was donated by Trustees, Fiscal Officer and residents for the food Bank. Money will be delivered to Roseanne Kennedy, president of Neighborhood watch.
RESOLUTION 88-2009 CDC Albert Crabbs motioned to enter into a contract of
services with Consumer Driven Concepts, LLC. To handle all necessary
paperwork associated with Fowler Townships new employee health care
policy which now contains a large deductible that Fowler Township will be
paying in an attempt to lower overall costs of employee health care. Tom

RESLOLUTION 89-2009 ADJOURN Tom Carr motioned to Adjourn and pay bills.
