Meeting Minutes

December 7, 2009

 

 

The Fowler Township Board of Trustees met in regular session in the Fowler Township Community Center on December 7, 2009 at 7:30pm. Member present were Alby Crabbs,  Tom Carr and Jim Haun.  Tom Carr opened the meeting with the pledge to the flag.  Meeting minutes were read and approved from last meeting.

 

Liz Clark was present representing Trumbull 100 Club in Warren.  She informed the Trustees of many opportunities available to Fowler Township, in regards to an additional financing source. She also explained to them the procedure necessary to join, along with costs. She was very informative.   Grant writing classes at Kent State will be explored immediately.   

 

FIRE REPORT   Fire Chief Fred Yungbluth reported 20 runs, 12 transports, 81 men responding with 123 man hours and 46 hours of training for the month of November 2009. Chief would like to have all EMS and Fire employees receive a Hepatitis booster or first vaccine. Tom Carr asked Chief to question an additional charge for repairs to ABS  on Engine before commencing with said repairs since problem had been previously worked on.      

 

RESOLUTION 90-2009 PURCHASES   Jim Haun motioned to approve the following

                          purchases as requested by Chief Yungbluth.  Reimbursement of $155.54

                          to the incorporation for Drug license fees and postage.  Payment of

                          $155.00 to the Joint Committee of EMS in Trumbull County for EMS &

                          Drug box Fee. Payment of $2513.13 to D&TPM truck repairs for work

                          listed on invoice# 91157, 91185, 91191, 91174, 91179, 91197.  Payment

                         of $133.60 to McCullough Hardware for the repair of portable generator-

                         E2301.  Albert Crabbs 2nd.   Jim Haun, Yes.  Albert Crabbs, Yes. Tom

                         Carr,Yes.

 

RESOLUTION 91-2009  PAY-PER-CALL  Tom Carr motioned to pay $736.25 for

                       November 2009 pay per call as submitted by Chief.  Albert Crabbs 2nd.

Alby asked Fred to explain EMS protocol differences in Trumbull County.  Fred explained that we and Cortland, along with a large portion of Trumbull County use protocol standards set by Trumbull Hospital in Warren.  Our EMTs take a Trumbull County protocol test. 

Assistant Fire Chief Thomas Bacorn resigned his Assistant Fire Chief/Firefighter positions after 31 years of service.  He will continue with EMT work only. The Trustees thanked Tom for all his dedication and work serving the residents of Fowler Township.    

 

 

Fred also voiced concern over easement for Dry Hydrant…discussion followed.  ISO rating is currently 9, ISO -8B should be attainable soon. 

Chief Yungbluth thanked Trustee Jim Haun for always being an advocate for the Fire Department. After 24 years of service, he will be missed by all. 

     

ZONING REPORT  Nancy Shook reported issuing 2 permits for the month of November, 2009. She then submitted bids for demolition of homes previously discussed, for review by Trustees.  She informed trustees that after all papers from the Health Department have been received, owners have 30 days to comply, and then sent to Attorney.  Nancy said, Henn-Hyde home needs inspected by the Fire Chief, then papers sent to Attorney.  After discussion, the Trustees requested that Nancy should contact the Trumbull County Building Inspector for a report.  Dave Homan, previous Building Inspector was present, he stated that ORC 505.86 states rules on subject exactly.  Subject tabled until more information is available.     

 

ROAD DEPARTMENT REPORT   Pat Arnal requested 4 new tires for 1 ton truck. He also informed Trustees that LaFarge costs are up for 2010 by as much as 7%.

 

RESOLUTION 92-2009 TIRES  Tom Carr motioned to purchase 4 new tires for 1 ton truck to be purchased at Hovis Tires, not to exceed $600.00.  Jim Haun 2nd.  .   Jim Haun, Yes.  Albert Crabbs, Yes. Tom Carr,Yes.

 

Jim Haun thinks that he is leaving Fowler Township in good hands. He is proud to have been part of a lot of changes in Fowler Township over 24 years.  He always took pride in staying ahead of other small townships in the area.  He stated that it was a pleasure to serve Fowler Township residents.   

 

Fowler Township Year-End Meeting is set for December 23rd , in the Administration offices at the Butts House at 10:00am.  January 4th organizational meeting is set for 7:00pm at the Community Center before regular monthly meeting.
