Meeting Minutes

February 2, 2009

 

 

The Fowler Township Board of Trustees met in regular session in the Fowler Township Community Center on February 2, 2009 at 7:30pm. Member present were Alby Crabbs and Tom Carr.  Tom Carr opened the meeting with the pledge to the flag.  Meeting minutes were read and approved from last meeting.  

 

FIRE REPORT   Fire Chief Fred Yungbluth reported 37 runs, 17 transports, 146 men responding with 192 man hours and 87.8 hours of training for the month of January 2009. Chief thought that the CPR training had a good turn out.  Rescue 23 the warning strobe is not working proper, probably the switch.  Re certification for fire fighters must be complete by the 24th of January. 

 

RESOLUTION 16-2009 NEW PERSONEL Tom Carr motioned to re-instate firefighter Paul Gee,  and to hire John Santiago, and to send both men, along with James Michalec for physicals necessary for Volunteer Firefighters. Albert Crabbs, Yes, Tom Carr, Yes. 

 

Discussion followed on the effectiveness of Fowler pay per call program.  Chief stated that he has a scheduled Paramedic almost every day of the Month for duty crew shifts.  Seatbelts in ALL vehicles is mandatory.  It is the driver’s responsibility, vehicle doesn’t move until personnel are belted in, except if emergency treatment is necessary.   

 

RESOLUTION 17-2009 PAY PER CALL  Tom Carr motioned to approve January pay per Call as submitted by chief, $1446.25 total.  Also to increase Paramedic pay per call to $20.00 when responding as a volunteer, because of eliminating the need for Cortland Paramedic to respond, saving Fowler Township money.  Pay per Call program will be continued until the end of March at which time further review is necessary. RESOLUTION 18-2009  PURCHASES   Alby Crabbs motioned to approve the following purchases and payments. Replacement of light stand on Engine #23 at a cost of $400.00.  Approval for two Duty crew employees to attend Transition F/FI course at a cost of $920.00.  Repair of warning strobe on Rescue #23 after Jeswald’s has been notified of previous repairs that did not work. Purchase of E-ZIO Interosseous infusion kit at a cost of $610.00, to come out of Grant money.  Tom Carr 2nd. Albert Crabbs, Yes, Tom Carr, Yes.    

 

POLICE REPORT    Chief Mike Curington was present and reported 27 calls, 1 arrest, 2 assists, and 2 traffic warnings with 9 citations in the month of January 2009.  249.25 total paid hours for the month with 1362.2 total fleet hours. 

 

 ZONING REPORT  Nancy Shook reported that 2 permits were issued in the month of January 2009.  Her report of zoning non-compliance letters was given to Trustees. Trustees advised Nancy it was time to get Legal Council involved on three of the ongoing non compliance issues in township.  Zoning inspector reported attending a meeting with the Trumbull County Board of Health, and presented Trustees with the applications for vacant position on the Zoning Board of Appeals.  

 

ROAD DEPARTMENT REPORT   Pat Arnal reported several mailboxes need replaced.  Trustees said to try to use metal replacements, either large or small, whatever was damaged.  Pat said salt supply is still adequate. 

 

Clerk is to schedule meeting for Trustees to meet with David De Christafaro , Trumbull County Engineer. Also to schedule meeting with Health Tex to review Drug free work place requirements.

RESOLUTION 21-2009 Stephen Rudge  Albert Crabbs motioned to hire Stephen Rudge to fill vacant position on the Fowler Township Board of Appeals.  Tom Carr 2nd. Albert Crabbs, Yes, Tom Carr, Yes.
