Meeting Minutes
April 6, 2009
The Fowler Township Board of Trustees met in regular session in the Fowler Township Community Center on April 6, 2009 at 7:30pm. Member present were Alby Crabbs, Tom Carr and Jim Haun. Tom Carr opened the meeting with the pledge to the flag. Meeting minutes were read and approved from last meeting.
FIRE REPORT Fire Chief Fred Yungbluth reported 17 runs, 11 transports, 92 men responding with 176 man hours and 65.5 hours of training for the month of March 2009. Chief Yungbluth asked trustees for a resolution on whether or not the FVFD should transport patients to Greenville Hospital, when requested by patient. Trustees voiced concern about the length of time the squad would be away from township, should there be an additional call.
RESOLUTION 31-2009 TRANSPORTS Jim Haun motioned that as of April 6, 2009 the FVFD will transport patients to Warren, Youngstown and Sharon Hospitals only, in an attempt to limit the call time. RESOLUTION 32-2009 PAY PER CALL/ TRAINING HOURS Tom Carr motioned to approve March pay per Call as submitted by chief, $1088.75 total. Albert Crabbs 2nd. Jim Haun, Yes. Albert Crabbs, Yes. Tom Carr,Yes.
Chief also reported that the Tornado siren on Braun was tested, working well. Fowler has 3 men currently in Fire Fighter Training classes. The door on squad #23 has been repaired. Randy Tatum and Jim Kost attended the exercise at the airbase. Chief also reported that filing deadline for EMS grant was missed.
RESOLUTION 33-2009 PURCHASES Tom Carr motioned to approve the following purchases and payments. Seven Nomax Hoods, at a cost of $30.00 each, totaling $210.00. Five Flash lights at a cost of $25.00 each. Four Motorola pagers with charger will be an additional $200.00 added to $1800.00 as previously approved. Albert Crabbs 2nd. Jim Haun, Yes. RESOLUTION 34-2009 ICS-300 Tom Carr motioned to send 5 Officers and Chief to a 20 hour ICS-300 course, free of charge. Hourly training wages will be paid to those attending. Jim Haun 2nd. Jim Haun, Yes. Albert Crabbs, Yes. Tom Carr,Yes.
ZONING REPORT Nancy Shook reported that 1 permit was issued in the month of March 2009. Her report of zoning non-compliance issues and letters was given to Trustees. Scrap tire pick up is set for June 2nd, 2009. As in the past , it will take place behind the Community center. Concerns from the Trustees were addressed about the following properties. Junk yard? Near old North Cemetery. Cadwallader-Sonk, deck from house trailer left on property. Jim Haun also wants Nancy checking if well on that same property has been capped and septic tank crushed. Jim wants a 30 day notice given to property owners.
POLICE REPORT Chief Mike Currington was not present. Officer Mellissa Herlinger was present with the Chiefs report. She reported 36 calls, 1 arrest, 4 assists, 20 traffic warnings and 10 citations for the month of March. She requested permission to apply for the Edward Byrne Memorial Justice Assistance Grant. Fowler’s portion would be a 25% match of funds.
RESOLUTION 35-2009 GRANT Tom Carr motioned to apply for the Edward Byrne Memorial Justice Assistance Grant in the amount of $100,000.00. Fowler Township would be responsible for $25,000.00 should we be awarded said grant. Jim Haun 2nd. Jim Haun, Yes. Albert Crabbs, Yes. Tom Carr,Yes.
RESOLUTION 36-2009 OFFICER THIGPEN On the chiefs recommendation, Tom Carr motioned to hire officer Mark Thigpen as a reserve officer at the present time. Jim Haun 2nd. Jim Haun, Yes. Albert Crabbs, Yes. Tom Carr,Yes.
ROAD DEPARTMENT REPORT Pat Arnal presented 3 estimates on the removal and replacement of the roof on the Butts House Museum and administration building.
RESOLUTION 37-2009 ROOFING WORK Tom Carr motioned to hire Matusywski Roofing to remove existing shingles, repair bad spot near chimney and replace singles. Total cost of materials and labor is $4770.00. Work to start in mid May. Jim Haun 2nd. Jim Haun, Yes. Albert Crabbs, Yes. Tom Carr,Yes.
RESOLUTION 38-2009 CHIP SPREADER Jim Haun motioned to purchase a 10 ft. Chip Spreader from Concord, for a cost of $4395.72. This summer Fowler will tar and chip 4 miles of roads, with the capability if reaching entire road in 2 passes, as apposed to 3 passes in the past, thus saving on material costs. Tom Carr 2nd. RESOLUTION 39-2009 FLAGS Jim Haun motioned to purchase four, 5’ x 8’ flags and twenty 3’ x 5’ flags from the Disabled Veterans. In addition Fowler Township will continue with the mosquito spraying program, June thru August 2009 Albert Crabbs 2nd. Jim Haun, Yes. Albert Crabbs, Yes. Tom Carr,Yes.
Resident in attendance addressed Zoning Inspector about not being able to move junk cars until weather breaks, but will comply as soon as possible. Debra Winfield wanted Trustees to know that the Zoning Commission is waiting for a response from Atty. Toth on the resolutions sent for review.

RESOLUTION 43-2009 HEALTH TEX INC. Tom Carr motioned to enter into a contract with Health Index Incorporated for training of dept heads and elected officials for compliance of Drug Free Work Place regulations, also to perform the required drug testing.
