Meeting Minutes
May 4, 2009
The Fowler Township Board of Trustees met in regular session in the Fowler Township Community Center on May 4, 2009 at 7:30pm. Member present were Alby Crabbs, Tom Carr and Jim Haun. Tom Carr opened the meeting with the pledge to the flag. Meeting minutes were read and approved from last meeting.
Mr. Jim DeLucas from Burnham & Flower Insurance Group was present to discuss Fowler Township Liability and property insurance options. Trustees stated we are not unhappy with the current policy and coverage offered by Burnham Flowers, we are just exploring other options and costs. Burnham Flowers rep, Jim DeLucas did offer an additional 10% discount on the 2009 premium. Clerk provided necessary information for new township quote.
FIRE REPORT Fire Chief Fred Yungbluth reported 25 runs, 17 transports, 104 men responding with 191 man hours and 33 hours of training for the month of April 2009.
The new pagers are in. Swine flu procedures are in place. Road closings for Bradley Brownlee May 11-14, Fowler Ridge Rd. May 12-19. State Rt. 11 is down to 1 lane in each direction. Fire Assn. purchased extra flashing LED light for back of engine. They also purchased a back pack blower for station, a combined cost of over $750.00.
RESOLUTION 45-2009 PURCHASES Albert Crabbs motioned to approve the following purchases and payments. Payment to Institute for Prehospital Care-TMH, $500.00 for In-service training (payment to be made with grant money) 8 hours of Continuing Education for Fire Fighter Safety Inspectors. Attending will be Chief Yungbluth, Asst. Chief Bacorn and Lt. Conner, at a cost of $50.00 each plus training pay. Purchase of Five- 50 foot sections of 3” Poly Tuff Fire Hose @$176.00 each, total cost of $880.00. Permission to spend remaining grant monies as deemed necessary by Chief Yungbluth. Jim Haun 2nd. RESOLUTION 46-2009 PAY-PER-CALL Tom Carr motioned to pay $1042.50 for April 2009 pay per call as submitted by Chief. Albert Crabbs 2nd. Jim Haun, Yes. Albert Crabbs, Yes. Tom Carr,Yes.
Discussion followed on pay per call expenses.
RESOLUTION 47-2009 PAY PER CALL Tom Carr motioned to restrict pay per call payments to a maximum of 3 men, per call when members are already at station for training or other Station or Association functions. ZONING REPORT Nancy Shook reported that 1 permit was issued in the month of April, 2009. Her report of zoning non-compliance issues and letters to residents was presented to Trustees. Discussion followed on property owner’s answers to Nancy and Trustees. Nancy is to issue a 30 day deadline for the demolition of a fire damaged home on Everett Hull Rd. They also want previous problem on RT 193 checked again. Nancy was advised to report any abandoned homes to Trustees, before grass cutting becomes a problem.
POLICE REPORT Chief Mike Currington was present and reported 25 calls, 0 arrest, 3 assists, 32 traffic warnings and 3 citations for the month of April. Chief thinks that the extra 2 hours a day is working out well.
ROAD DEPARTMENT REPORT Pat Arnal reported that 500 tons of slag has been ordered from Mokodeen Trucking. The water pump on the 1 ton is leaking, last week he had trouble with the fuel pump.
Dave Cover was present, representing the Fowler Township Historical Society. He announced that the new Historical Marker dedication will be on July 26th at 2:00pm. He also wants to covey the wish of FTHS to contribute part of the expenses incurred by the Township during the Tractor and Antique Car Show in August.
RESOLUTION 48-2009 TRACTOR SHOW EXPENSES Tom Carr motioned to pay not more than $600.00 for the band and two portable toilets with wash station for the FTHS Tractor and Antique Car show in August 2009. Remainder of expenses will be paid by the FTHS. Jim Haun 2nd. Jim Haun, Yes. Albert Crabbs, Yes. Tom Carr, Yes.
Discussion followed with residents in attendance. Flooding issue on Davis Drive was discussed. Pat will refer to Township maps. Jim Haun would like ALL cemetery deed books recorded on the Computer in Fiscal Officers Office, put on CD and saved in township safe. Trumbull County Board of Elections has dissolved Precinct “B”. Trustees do not feel all Fowler Township voters would fit at the current proposed location of Fowler United Methodist Church, because there is not adequate parking for all precincts. Fowler Community Church has been notified as a possible solution.
